Support to Lebanese Public Institutions and Communities

The brief is based on input provided by UN Agencies and NGOs, extracts from LCRP reports and dashboards as of 31 May, 2016. It shows that so far 120mUSD has been directed towards public institutions, which is 17mUSD more (or nearly 20%) compared to mid-2015. This confirms the shift within the Lebanon Crisis Response to focus on strengthening national capacities and institutions to respond to the crisis which we saw in 2015. The analysis cumulates both support to national ministries and local institutions. The largest recipient so far is the Ministry of Education which has received around 53mUSD in direct support and has been able to enroll 197,000 vulnerable Lebanese students for the 2015 – 2016 school year. 86km of water networks have been rehabilitated or constructed and 537,000 residents enjoy an improved water supply. Overall, 229 municipalities have received support in implementing their Municipal Action Plans with investments in public gardens, irrigation canals, water networks and solid waste management. 214 PHCs and maternity hospitals have been equipped to support maternal and reproductive health in particular. As you will see throughout the brief, a range of institutions are supported by partners to better manage and respond to the crisis across the country. Nevertheless, it is clear that the burden on national systems and institutions continues to outweigh our ability to support and a careful gap analysis is required as we move into the 2017 – 2020 planning process.
