Lebanon’s Low Emission Capacity Building project

The Low Emission Capacity Building (LECB) project aims to build on and/or complement existing and upcoming Lebanese government-led initiatives and develop the required capacities to achieve low emission development. The project is designed to improve Lebanon’s relevant infrastructure, institutional capacities, information sharing and coordination processes through the development of a greenhouse gas emission national inventory system, identification and development of Nationally Appropriate Mitigation Actions, and the design of the associated Measurement, Reporting, and Verification system to support the identified NAMAs.

Achievements & Expected Results

Expected Results:

-Development of greenhouse gas (GHG) inventory management systems;

-Identification of opportunities for Nationally Appropriate Mitigation Actions (NAMAs);

-Design of systems for Measuring, Reporting, and Verification (MRV) of proposed actions and means to reduce GHG emissions;

-Development of Feed-in-Tariff and other financial/fiscal incentives for RE penetration;

-Design of Low Emission Development Strategies (LEDS) in the context of national priorities.

-Prepare Lebanon's Intended Nationally Determined Contribution (INDC)

Achievements as of December 2014:

-Conducted prioritization and selection of NAMAs in Lebanon;

-Approved Council of Ministers decision 44/2013 (designating MoE as the national coordinator) and Ministerial Decision

196/1 (steps to the NAMA mechanism) to launch the NAMA process in Lebanon. Launched two NAMA projects for the waste and transport sector in tandem with the development of an MRV system after a diligent prioritization process with stakeholders;

-Engaged  the  private sector  in reporting their GHG as per MoE decision 99/1 for the  second  year  in a row in order to  have  a more  complete and accurate inventory and succeeded in having the  Ministry of Environment and the  Ministry of Industry sign  a Memorandum of Understanding (MoU), as part of enhancing institutional arrangements for data  sharing;
