Putting Ideas to Work: Human Resources in UNDP
 

Overview
The recruitment process at UNDP is a continuous process to ensure that UNDP has the right people in the right jobs at the right time.

• Recruitment Principles

The recruitment and selection of staff members at UNDP is guided by the following six principles:

1.      Competition: Selection follows a visible and fair competitive process for all vacancies, regardless of post, contractual modality or hiring unit.

2.      Objectivity: Screening is conducted with professional rigor, with candidates measured against clearly articulated criteria, job skills and competencies and corporate priorities;

3.      Transparency: The recruitment and selection criteria and all phases of recruitment processes is transparent to staff and candidates to the fullest extent possible;

4.      Diversity: UNDP’s workforce reflects diversity and strives to include equal numbers of men and women, staff members representing as wide a geographic distribution as possible and individuals from under-represented groups, indigenous groups and persons with disabilities.

5.      Non Discrimination: Subject to the principle of recruiting staff members on as wide a geographical basis as possible, UNDP does not discriminate in its recruitment and selection processes on the grounds of race, national or ethnic origin, colour, religion, age, sex, gender identity, sexual orientation, marital status, family status or disability.

6.      Accountability: Hiring managers are held accountable both for their selection proposals and the manner in which they have followed the processes leading up to them.

Recruitment Process

1- Online Application
Vacancies are posted on the UNDP website for a minimum of two weeks. Our online application is available at our website, and starts with the "Jobs" link under "Working with UNDP" section. We invite you to take a look at our jobs list by clicking here. If you find a job that matches your skills and interests, simply click on "Apply Online". Since we are using an e-recruitment system, ONLY online applications are accepted.

2- Screening and Interviewing
Please be aware of the following:

  • Selection criteria and competencies needed are stated in the vacancy announcement pertinent to a specific position. After the closing date, the long-list of candidates is prepared based on these competencies. Technical test results may be used as a further assessment tool. The "long list" is reviewed and the ensuring shortlist is finally prepared based on technical testing, corporate priorities, organizational needs, and holistic assessment of candidate profiles.
  • Shortlisted candidates are then invited for interviews with the interviewing panel which is usually composed of four panelists.
  • A thorough reference and background checks are conducted on the recommended candidate
  • The interview panel recommends the selected candidate to an internal committee. The latter reviews the recruitment process and ensures its transparency and competitiveness.
  • The selected candidate must provide a medical clearance before starting his or her duties
  • Due to the high volume of applications received, only shortlisted candidates are contacted.

3- Employment of Close Relatives

·      The spouse of a UNDP Staff Member or an individual engaged on a Service Contract may be engaged under SC, provided they are in no direct supervision of each other. 

·      Contracting close relatives of UNDP staff members or an individual engaged on a Service Contract (father, mother, brother, son, daughter, brother or sister) must follow the conditions stipulated in the Policy on Family Relationship.

A- Fixed Term contract 

1- Use of Contract Modality

Employed on core activities of continuing nature, within the office; activities not likely to be concluded within 3 years. For career staff, UNDP invests in individuals' training and career development. For example office staff - continuing functions, such as - finance, HR, programme, and administrative staff, and continuing secretarial functions.

2- Main Benefits

  • Base Salary: Salary surveys are based on best prevailing local conditions. Salary is determined based on position level and experience of selected candidate. The local salary scale for General Services and National Officers are published at the UN website: http://www.un.org/Depts/OHRM/salaries_allowances/salaries/lebanon.htm
  • Pension Plan: Enrollment in the United Nations Joint Staff Fund by making two contributions; the staff member' s share is 7.9% of monthly salary and UNDP share is double that share.
  • Leaves:
    • Annual leave: Accumulates at a rate of 2.5 day/month i.e 30 working days/year
    • Sick Leave: 65 days full pay per year plus 65 days half pay (in any period of 12 consecutive months)
    • Maternity Leave: 16 weeks
    • Paternity Leave: 4 weeks
  • Other Benefits: Language allowance after passing the UN language exam, Spouse and Child allowance.
  • Cigna Insurance: Staff members are covered globally under Cigna scheme for medical and dental.
  • Malicious Acts Insurance Policy (M.A.I.P): Coverage for staff member located at, or travelling to, a designated hazardous duty station subject to compliance with MAIP. The purpose of MAIP is to cover the eligible staff member for death or disability caused by a malicious act, such as war, revolution, and terrorist acts.

B- National Personnel Services Agreement (NPSA)

1- Use of Contract Modality

The NPSA is to be used when engaging individuals in any of the following circumstances:  

  • When undertaking the performance of specific task(s) or delivery of work for the implementation of project(s) or other activities of a business unit which is funded by a project (or projects) or a non-continuous source of funding, and required for a defined period of time (for example, for the duration of the active project(s) carried out by UNDP or its funding;   
  • When undertaking the performance of specific task(s) that is/are needed because of the variable business volume due to the nature of UNDP’s business model;  
  • When the services may not be needed long-term by UNDP;  

2- Main Benefits

  • Base Salary: The NPSA remuneration scale is set at 76% of each of its corresponding levels on the national UN salary scale established in the country office. The minimum for each band shall equal 76% of step 1 of the lower of the two grades at the corresponding grade in the national UN salary scale. The maximum is 76% of step 8 of the higher of the two grades. The mid-point of that same band shall represent the mid-point between the minimum and maximum.

- Pension: 8.33% of base monthly salary is paid in lieu of pension benefits

- Leaves:

  • Annual leave: Accumulates at a rate of 2.5 days/month
  • Sick Leave: Accumulates at a rate of 2 days/month
  • Maternity Leave: NPSA Holders on regular NPSAs, who have completed twelve consecutive months of service or longer on regular NPSAs (cumulative under continuous service) are eligible for 16 consecutive weeks of paid parental leave for the birth parent.
  • Paternity Leave: 4 weeks

- Cigna Insurance: Individuals under this modality are covered globally excluding USA under Cigna scheme for medical, dental, life, and disability.

UNDP does not subsidize medical insurance for the NPSA Holder’s recognized dependents. The NPSA Holder may choose to enroll dependents recognized by UNDP within 30 days of the starting date of their service contract, provided the NPSA Holder pays the full premium for them. These premiums are collected by means of a payroll deduction every month.

Internships

Purpose

The purpose of the Internship Programme is to provide students and recent graduates from diverse academic backgrounds exposure to development issues and a first-hand impression of the day-to-day working environment of UNDP.

Eligibility

Applicants to the UNDP internship programme must at the time of application meet one of the following requirements:

(a) Be enrolled in a postgraduate degree programme (such as a master’s programme, or higher);

(b) Be enrolled in the final academic year of a first university degree programme (such as bachelor’s degree or equivalent);

(c) Have recently graduated with a university degree (as defined in (a) and (b) above) and, if selected, must start the internship within one-year of graduation;

(d) Be enrolled in a postgraduate professional traineeship program and undertake the internship as part of this program.

A person who is the child or sibling of an UNDP staff member is not eligible to apply for an internship at UNDP. An applicant who bears any other family relationship with a UNDP staff member may be engaged as an intern, provided that they must neither be assigned to the same work unit of the staff member nor be placed under the direct or indirect supervision of the staff member.

For purposes of this policy, “child” means (i) the adult child of a staff member; (ii) the adult child of the spouse of a staff member (stepchild); and (iii) the spouse of an adult child of a staff member or the child of a staff member’s spouse (son- or daughter-in-law). “Sibling” includes the adult child of both or either parent of a staff member and the adult child of the spouse of a parent of a staff member (that is, also half- and stepsibling).

Duration of Internship Assignments

Internship assignments vary in length according to the academic requirements of the intern, as well as the needs of UNDP. Assignments normally last a minimum of six weeks and a maximum of six months. An internship may last up to nine months if the intern can demonstrate that it will award them an educational credit for a course.

Internship assignments completed as part of national service obligations or a postgraduate professional traineeship program may last up to 12 months.

Internship assignments are available on a part-time and full-time basis.

Stipends and Insurance

Where an intern is not financially supported by any institution or programme, such as a university, government, foundation or scholarship programme, a stipend intended to help cover basic daily expenses related to the internship, such as meals and transportation at the duty station, must be paid by the receiving office.

The monthly amount of the stipend will be determined for each duty station based on the stipend rates published yearly by the OHR Policy and Compensation Unit. The stipend will be paid on a monthly basis and part-time internship arrangements are prorated accordingly.

Interns will accrue leave at the rate of 1 ½ days per month. Any accrued leave days not used by the end of the internship will be forfeited. Any unjustified absences during the internship period exceeding a total of nine days, will be deducted from the monthly stipend.

Interns are responsible for securing adequate medical insurance for the duration of their internship with UNDP and must provide a medical certificate of good health prior to starting the internship. UNDP will not reimburse the medical insurance of the intern. Any costs arising from accidents and illness incurred during an internship assignment will be the responsibility of the intern.

Applicants for internships must show proof of valid medical insurance for the duty station in which they will intern. For applicants which are neither nationals or residents of the duty station, the insurance must include adequate coverage in the event of an injury or illness during the internship duration which:

  • Requires transportation to the home country or country of residence for further treatment;
  • Results in death and requires preparation and return of the remains to the home country, or country of residence.

UNDP accepts no responsibility for loss or damage to personal effects that may occur during the internship.

Evaluation and Certification

At the end of the internship, the supervisor shall prepare a written evaluation of the intern’s performance and organize a meeting with him/her to provide feedback.

Upon completion of the internship, the intern shall receive a certificate from UNDP.
