Preventing and Responding to Sexual and Gender-Based Violence (SGBV) with a special focus on Syrian Conflict related Sexual Violence, through Capacity Building, Advocacy and Knowledge Products

Rational and Aim
After almost six years of crisis and displacement, SGBV has been identified as one of the main protection risks affecting women and girls in Lebanon. The local and institutional capacities to address SGBV related issues are deeply challenged by the cultural conceptions and the scope of the influx. The need for proxy-actors, including law enforcement actors at local level, to be better tooled to contribute to SGBV prevention and response has been documented in the context of the Syria crisis.
This project aims at increasing protection of Syrian and Lebanese communities affected by the Syrian crisis against SGBV. Building on past achievements of UNDP and UNFPA, the project will develop the capacities of relevant national and local institutions and engage stakeholders and tools to raise public awareness on the issue of SGBV in the crisis context.
· Capacity of law enforcement sector enhanced to respond to the needs of SGBV survivors in a safe and ethical way through:
o A specific curriculum for Lebanese Judges institutionalized at the Institute of Judicial Studies
o A specific curriculum for the Municipal Police developed and piloted with Municipalities
· Generation of evidence and knowledge products supported in order to better target specific SGBV prevention and response intervention through:
o Youth Protection needs of Educational Facilities located in displacement affected areas assessed
o Awareness tools developed and piloted on involving boys and male youth on prevention of SGBV
· Awareness raised and sustainable advocacy efforts supported aiming at improving SGBV perceptions through:
o Media professionals sensitized on the need to provide safe and ethical coverage of SGBV
NTR (project launched in January) - Preparatory measures undertaken (Project Board established, Project Manager recruited, framework finalized and endorsed, partner selected etc).
· Reluctance from the target institutions, communities, stakeholders to engage due to the sensitivity of the topic.
· Working with and through the national system slows down the implementation and generates unpredictability.
· Impact oriented framework requires meaningful implementation, strong advocacy and M&E investment.
